Having been chased out of its urban and suburban bases in the northeast, several hundred surviving Boko Haram members have set up operations in the mountain forests along the Cameroon border. This has included raiding villages in the thinly populated region, stealing cattle and anything else they could use. A government investigation into Boko Haram has concluded that about 8o percent of the members are from the Kanuri tribe. Unable to hit well defended military and government targets, Boko Haram has recently concentrated on schools. In the last month nearly fifty teachers and students have been killed and several schools damaged by fire and explosives. This is not the first time Boko Haram has gone after schools. Last year they burned down several. But those were night attacks that caused few casualties. Now they are going after students and teachers and killing them. As Boko Haram was driven from areas they had dominated for years a lot of bad behavior was revealed. These were places where police did not patrol, either because it was one of the many out-of-the-way areas not easy to get to or neighborhoods the police avoid because the locals are hostile and too much trouble. In these suburban neighborhoods and villages all who opposed Boko Haram were killed or forced to flee. With only a pro-Boko Haram population in the area, Boko Haram set up base areas and when soldiers moved in their found that the Islamic terrorists murdered hundreds in order to compel obedience. Some of the victims were people who had been kidnapped for ransom but the family could not raise the money demanded. Boko Haram simply murdered the hostages (often women and children) and buried the bodies in common graves. Boko Haram was particularly harsh against non-Moslems, including kidnapping teenage girls and forcing them to convert to Islam. While most Moslems in the north have turned against Boko Haram, because of the large number of civilians being killed by the terrorists, the idea of armed uprising to “defend Islam” still appeals to many men. It’s mostly young men, but even some older married men are attracted to the terror group. The government has been corrupt and inefficient for over half a century and that shows no sign of changing. Interrogations of captured Boko Haram have revealed that the Islamic terrorists are continuing to operate in part because they practice what they preach; much less corruption and more efficient administration. Compared with many soldiers and police Boko Haram gunmen are better paid and paid on time. Boko Haram leaders make sure their gunmen are fed regularly and see to it that the families (especially widows) are paid death benefits and great efforts are made to care for the wounded and remove the dead from the battlefield so the army can’t identify Boko Haram men and go after family. Even worse, all these resources (cash and weapons) appear to come from Nigeria, not foreign sources. The Islamic terrorists mostly use weapons captured from the security forces and obtain cash via kidnapping, robbery and plunder. The preferred targets are Christians and anyone working for the government. In contrast soldiers and police often find themselves getting paid late, or not at all. Army and police commanders still steal pay and sell off weapons and supplies meant for their subordinates. Such officers tend to be poor leaders all around and the soldiers and police they are in charge of have low morale and poor performance. As a result checkpoints are often abandoned at the least sign of danger and many soldiers and police are intimidated by Boko Haram. Boko Haram propaganda puts it quite accurately when corruption and bad government are accused of being the two things most wrong about Nigeria. Until the government can scrounge up some army and police commanders who are honest and competent the security forces are going to continue to fail in their attempts to eliminate the Boko Haram terror. So far this year Boko Haram has made about a hundred attacks and killed over 2,500 people, most of them unarmed civilians. As long as Boko Haram can escape the security forces by crossing the border the security forces will not be able to deal with the constant raids. The Boko Haram violence actually has a goal, and that is to terrorize civilians, officials and security forces in the region sufficiently so that no one will oppose whatever the Islamic terrorists want to do... Corruption and incompetence have been the only constants in Nigerian politics since independence was achieved in the 1960s... Just across the border the six million people of northern Cameroon are also suffering an economic and foreign aid disaster because of Boko Haram... Until the governments on both sides of the borders can get sufficient security forces into the area, coordinate their operations and deal with the Islamic terrorists, the situation will continue to get worse. This is fine with Boko Haram, whose strategy involves destroying all Western influences and then building a new authentically (7th century) Islamic society out of the wreckage. American intelligence agencies believe Boko Haram now has over 4,000 veteran members who supervise several thousand more new recruits and slaves. Captured teenage boys are offered an opportunity to fight, or be executed immediately (or whenever they disobey). The girls are used for sex and work around the camps. The terror, looting and slavery is all justified and encouraged by the Boko Haram interpretation of Islamic scripture. Boko Haram uses the Taliban and ISIL (Islamic State in Iraq and the Levant) as models. Current Boko Haram tactics are right out of the ISIL playbook. Thus Boko Haram was responsible for over 10,000 deaths in Nigeria and adjacent countries in 2014. Boko Haram did so much damage because the Nigerian security forces were unable to cope. The corruption in Nigeria... wrecked the armed forces... United States... refused to sell weapons to Nigeria unless some real efforts were carried out to deal with the military corruption and incompetence... Boko Haram doesn’t just get its ideology from other Islamic terrorist groups but also practical advise on how to deal with armed helicopters and low flying bombers (machine-guns, especially larger caliber ones,  can be very effective).
